LA Flex and Local Authorities

Key Differences

Whereas ECO4 mandates applicants to receive certain benefits or reside in homes with D–G EPC ratings, LA Flex extends eligibility to include:

Home owners and private tenants
Income groups below £31,000 annually, even if they don't claim benefits.
People at risk because of medical conditions (e.g., respiratory disease) or age .

Who Can Apply

Homeowners and private tenants who have permission from their landlords are eligible, as long as their homes are not energy-efficient. Social rent tenants are not eligible, since their improvements are usually done through individual programs. There are 3 routes which you can be eligible through

Route 1:

Households with a combined gross annual income less than £31,000. Households with EPC rating D to G may be eligible under this route, and is from all sources of income

Route 2:

Households living in EPC band E, F or G and that meet a combination of two of the following proxies:

Proxy 1) Homes in England in Lower-layer Super Output Area 1-3 (LSOA), or homes in Welsh provision LSOA 1-3 on the Welsh Index of Multiple Deprivation 2019, or the Index of Multiple Deprivation for 2020, published by the Scottish Government. (Cannot be used with proxy 3)
Proxy 2) A person in the household is entitled to a Council Tax reduction due to low income (excluding single person rebates).
Proxy 3) Householders vulnerable to living in a cold home as identified in the National Institute for Health and Care Excellence (NICE) Guidance. Only one from the list can be used. (Cannot be used with proxy 1) •       People with cardiovascular conditions •       People with respiratory conditions •       People with disabilities •       People with mental health conditions •       Older people (age 65+) •       Households with young children (0-school age) •       Pregnant women
Proxy 4) A householder receiving free school meals due to low-income.
Proxy 5) A householder supported by a LA run scheme, that has been named and described by the LA as supporting low income and vulnerable households for the purposes of NICE Guideline.
Proxy 6) A household referred to the LA for support by their energy supplier or Citizen’s Advice or Citizens Advice Scotland, because they have been identified as struggling to pay their electricity and gas bills.
* Note proxies 1 and 3 cannot be used together.

Route 3

Households identified and referred by a GP, a Health Board or an NHS trust, as a person in the household is suffering from severe or long-term ill-health due to one of the conditions below, and their health is adversely affected by living in a cold home. Households with EPC rating D to G may be eligible.


These health conditions may fall under one of the four umbrella conditions:

Households under this route can only be referred by:
An NHS foundation trust
An NHS Trust
A Health Board
A Local Health Board
A general medical practitioner provider.
